Purpose

Takes an approved plan plus acquired access tokens and produces the working outcome: scaffolds the project, wires the services, writes code, configures deployments, or — in non-compute domains — builds whatever the domain's outcome_types declare.

When it runs

After the [[../guide/IDENTITY|guide]] has captured every token the plan requires. The assembler is the only agent that writes code, and the only agent that runs on Opus.
