Purpose

Given a user's goal and a target domain, the planner selects the minimal set of free resources needed and emits a structured YAML plan. Domain-agnostic — works against any domain by reading its resource catalog and patterns.

When it runs

The [[../master/IDENTITY|master]] invokes the planner immediately after a goal is classified and before any credentials are touched. The planner is pure: given the same goal and catalog, it produces the same plan.
